If the deceased person was a Sri Lankan National or ex-Sri Lankan, the Embassy and/or Next-of-Kin (NOK)/ legal relatives should be informed in the first instance.
In such an instance the following document/s should be submitted to the Embassy along with the passport and other available identification documents of the deceased to prove Sri Lankan citizenship.
- The letter/s issued by the hospital/ health authorities of the country
- The letter/s issued by the Court or Police
If the Human Remains are to be buried or cremated or repatriated, the approval should be granted by the relevant authorities in the country of the Residence and any of the aforesaid procedures are followed only after a formal affidavit is submitted by the NOK mentioning his/her consent. Please note that the procedures allowed for the Human Remains are varied according to the rules of the country of Residence.
If the declarant of the affidavit resides in Sri Lanka, the affidavit should be forwarded to the Embassy through the Consular Division of the Foreign Ministry.
If the declarant is a resident in Oman, such an affidavit could be signed at the Embassy upon producing the formal documents evidence to prove the relativity to the deceased. If the declarant is a resident of any other foreign country, the affidavit could be forwarded through the respective Sri Lankan Consulate/ Embassy or the Certification of the Ministry of Foreign Affairs and the relevant Embassy in Oman.
If the death occurred due to a suicide, an accident, or a homicide, the document’s proof is subject to vary depending on the case and the letters/ documents issued by the legal entities of the country and it should be submitted to the Embassy followed by the Certification of the Ministry of Foreign Affairs of the Country of Residence and relevant Embassy of the accredited country in Oman.
The employer is bound to repatriate or bury or cremate the H/R of an employee who worked under a valid employment agreement at the time of the death. If the employer entrusts the proceedings related to the death to a specialized company, it should be informed to the Embassy through a formal letter addressed to the H.E the Ambassador.
No Burial or Cremation or Repatriation should be done in the country of the residence of the deceased without obtaining a No objection Certificate from the Embassy of Sri Lanka in Oman.
For applying No Objection Certificate for aforesaid procedures to be followed, the appended documents should be produced to the Embassy certified from the Ministry of Foreign Affairs of the country where the death occurred and certified through the relevant Embassy of the country accredited in Oman.
The Embassy will forward the documents to be sent to the Sri Lanka Customs Department and Sri Lanka Immigration and Emigration Department for obtaining approval in case of repatriation of the Human Remains.
Required Documents
- Request from the NOK
- Note: A formal affidavit is submitted by the NOK mentioning his/her consent. If the declarant of the affidavit resides in Sri Lanka, the affidavit should be forwarded to the Embassy through the Consular Division of the Foreign Ministry. If the declarant is a resident in Oman such affidavit could be signed at the Embassy upon producing the formal documents’ evidence to prove the relativity to the deceased.
- Original Passport of the deceased (Cancellation should be done by the Embassy)
- Original birth certificate of the deceased
- Death certificate issued by the respective authority in the country of residence. (with English translation)
- Medical Certificate of death issued by the hospital
- Death notification issued by the hospital.
- Note: The cause of the death must be indicated at least in one of the above 4, 5, or 6.
- Visa cancellation papers (Visa cancellation should be done by the Immigration authorities of the country of Residence)
- Documents’ proofs are subject to vary depending on the cause of death, such as suicide, an accident, or homicide and it should be certified through the Ministry of Foreign Affairs of the country of Residence and followed by the relevant Embassy certification in Oman
- If the deceased is a company worker, clearance letter from the employer stating the details related to his/ her salary dues, Gratuity, and Compensation etc.
- Certificate of cremation (if applicable)
- Passport of the applicant who is accompanying the coffin/ashes
- The details of the Cargo Service and the Airline
- Freight certificate issued by the company who is responsible for transportation of coffin/ashes
- Document to prove the relationship to the person accompanied the coffin/ashes to the deceased person
- Note: If the person accompanied the coffin/ashes is not a relative of deceased, NOK should issue an authorization letter or an affidavit to the person who accompanied the coffin/ashes)
- Flight details (If available)
SUBMISSION PROCEDURE
If Declarant is living in Oman or an Accredited country and death occurs in Oman or Yemen, the above documents should be forwarded to the Embassy of Sri Lanka in Muscat, Oman.
Applicants are kindly requested to get an online appointment prior to visiting the Embassy by accessing the Embassy website.
You may submit the application to the Consular section of the Embassy by post or by hand.
The Documents are accepted by the Embassy Consular section between 8.00 a.m. and 2.00 p.m. from Sunday to Thursday.
