Registration of Marriage

Eligibility

  • At least one of the parties to the marriage should be a citizen of Sri Lanka
  • Both parties should not be within the prohibited age of marriage under 18 years of age
  • The parties to the marriage should not fall within the prohibited degree of relationship as set out in Section 16 of the General Marriage Ordinance

PROVISIONS

A marriage can be registered under the provisions of the Marriages (General) Ordinance (Chapter 112) and the Kandyan Marriage and Divorce Act (Chapter 113) and Registrar under the Muslim Marriage and Divorce Act (Chapter 115) and under the Section 5 of the Consular Functions Act.

The Provisions of the Marriage Registration Ordinance and the Kandyan Marriage and Divorce Act and the Muslim Marriage and Divorce Act apply, subject to necessary changes, in respect of the registration of Marriages by a Diplomatic or Consular officer

Notice of Marriage

Parties can select one of the following methods to submit the Notice of Marriage.

  • If both parties have resided in Oman for more than 10 days either party can submit their Notice of Marriage under normal license. Download notice of marriage application
  • If both parties have resided in Oman for more than 4 days, either party can submit their Notice of Marriage under Special License.  Download Application here
    • Note: The Marriage Registration will take place after a lapse of 14 clear days from the date of receipt of the Notice of Marriage but within 03 months of such notice. If the marriage is not registered within 03 months the notice automatically lapses. The applicant will have to give a new notice of marriage if he wishes to have the marriage registered in the Mission. 

Date of Registration

The date and time for registration will be notified to the party, once the application is processed and accepted by the Embassy.

Note: Once the Notice of Marriage is accepted, the party can obtain a certificate known as the Register’s Certificate upon application made by the party giving notice. 

Certified copies of Marriage Certificates will be issued on a subsequent date by the Embassy, if required. Additional copies of the Marriage Certificate could be obtained on payment of the prescribed fees.

Required Documents

  1. Passports of both parties (along with the photocopies of bio-data page, alterations page and current visa page)
  2. Original Birth Certificates of both parties
    • For Sri Lankan citizens, the birth certificates should be authenticated by the Ministry of Foreign Affairs in Sri Lankan. If one party is a Foreign Nationals, the birth certificate should be authenticated by the Ministry of Foreign Affairs of the country issued such a document and attested by the Diplomatic Mission of Sri Lanka accredited to that country
  3. Passports of witnesses
  4. Affidavit for Civil status/unmarried status of both parties, declared before a Justice of Peace along with the Authentic documentary evidence for the Civil Status/ unmarried status of both parties
    • Note:
      • For Sri Lankan citizens, this certificate should be authenticated by the Ministry of Foreign Affairs in Sri Lanka.
      • For Foreign Nationals, the certificate should be authenticated by the Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country
      • Divorcees should submit Divorce Certificate (This should be authenticated by the Ministry of Foreign Affairs in Sri Lanka for Sri Lankan Citizens and For Foreign Nationals, Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country)
      • In case of widow/widower, should submit the previous marriage certificate and death certificate of the spouse (This should be authenticated by the Ministry of Foreign Affairs in Sri Lanka for Sri Lankan Citizens. For Foreign Nationals, Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country)
