General Information
New passports are issued under the approval of the Controller General of Immigration and Emigration/Colombo. Please note that it is subject to the complete discretion of the Controller General Immigration and Emigration on the issuance of a new passport. Sri Lankan citizens in Oman and accredited countries can apply for a passport through the Embassy. The application will be forwarded to the Immigration Department in Colombo where a machine-readable passport is issued. After receiving the passport from Colombo, the Embassy will inform the applicant to call over at the Embassy and collect the passport.
Validity Period of a Passport
Currently, issuing N series passports are valid for 10 years unless otherwise specified. Validity period of passports for minors below 16 years of age are for 03 years. Inclusion of children in parents’ passport will NO longer be allowed and separate passports will be issued for children.
Capturing Finger Prints for Passports obtained from the Embassy
Applicant who has been issued a new passport by the Embassy after 01/01/2018, following procedures are required to be followed at the Port of entry to validate the Biometric. There are no facilities at port of arrival or departure to provide biometrics.
- Passenger must report to the primary Immigration counter or Report directly to the Chief Immigration Officer (CIO) at the port of entry
- Biometric Data Acquisition (BDA) form will be issued to the passenger with a unique reference number
- The BDA should be signed in two copies by the passenger
- One copy of the BDA is given to the passenger to produce at the Department of Immigration & Emigration at the time of biometrics enrollment
- Other copy will be retained at the airport
- Passenger could reserve date/time using the online appointment scheduling system at the website of the Department of Immigration and Emigration of Sri Lanka. The contact details of the Department is mentioned below.
- Passenger may report to the Department of Immigration and Emigration Head Office or any regional office (Matara/ Kandy/ Vavuniya/ Kurunegala)
- Fingerprint is captured at a special counter arranged at the Overseas Missions Division of the head office and regional offices.
- Upon providing biometrics, Department will issue a system generated receipt to confirm completion of biometrics acquisition process. Approximate waiting time is 30-45 minutes for this event.

Issuance of New Passport in lieu of Current/ Expired Passport or Damaged Passports Eligibility
A Sri Lankan citizen by descent or by registration can apply for a Sri Lankan Passport. Ordinary passports are valid for 10 years from the date of issuance except for endorsement. A new passport should be obtained on the expiry of 10 years from the date of issue, or if there are no pages for visa endorsement. Applicants are advised to apply for the new passports in advance with all required documents as mentioned below. These applications are processed by the Overseas Mission Branch at Department of Immigration and Emigration in Sri Lanka. Required Documents
- Duly filled Application – [Download Form “K35”] (Fill the application using English Block Letters)
- Three recent Photographs (Colour Photograph with White Background. Size : 3.5cm x 4.5cm )
Note: Forehead and both ears should be exposed and the photograph should be obtained without covering the face by hair and without spectacles. It should be taken within the last 03 months. - Current Original Passport
- Original Sri Lankan National Identity Card or driving license
- Original Birth Certificate (Translations are not accepted)
- Original Citizenship Certificate
Note: If an applicant born outside Sri Lanka, has reached the age of 21 years, he/ she should submit the Citizenship Certificate with the endorsement in the reverse side of the certificate, regarding the applicant’s continuation of Sri Lankan nationality. - Original Marriage Certificate ( Surname of the husband should be included in the passport of a female applicant)
- In case of a divorce, if the spouse wishes to continue her married name in the new passport, attach the original court order
- All Academic and Employment Certificates, if the profession is desirable to be included in the passport
- Residential address in Oman and mobile telephone number in Oman requested as per no. 7 and no. 14 respectively in the application form should be mentioned and filled correctly and clearly.
Note: Preferable if an Applicant pays a visit in person to submit the application and receives the passport.
Issuance of New Passport for Minor (Under 16 years) Eligibility
Even an infant, if he/she is a Sri Lankan, is entitled to obtain a Sri Lankan Passport. The inclusion of children in parent passports will no longer be allowed. Obtaining a separate passport for children irrespective of age is mandatory. The validity period of passports for minors below 16 years of age is 03 years. The relevant fee for the three years validity passport is less than the normal validity (10 years) passport.
Note: The normal validity (10 years) passport can be applied for a child, if the applicant makes a written request.
Required Documents
- Duly filled Application [Download Form K35]
- Duly signed and completed consent letter by parents or the legal guardian, mentioning that both of them do not have any objection on the issuance of an individual Sri Lankan passport to the child [Download Consent Letter]
Note: Signatures of both the parents should be included as same as in the passport - Three recent Photographs (Colour Photograph with White Background. Size : 3.5cm x 4.5cm )

- Original Sri Lankan Birth Certificate of the child (Translations are not accepted) or Original Sri Lankan Consular Birth Certificate issued by the Embassy, for a child born outside Sri Lanka
- Sri Lankan Citizenship certificate or a copy of the payment receipt if the certificate is not issued at the time of applying
- Original Marriage Certificate of Parents
- Duly completed application for Deletion of Children mentioning the names of children to be deleted from the applicant’s passport
- Other Documents
a) If parents are separated, duly attested proof documentation of the legal guardianship of the child
b) If one parent is deceased, the death certificate of such parents
c) If a legal guardian is applying, duly attested proof documentations regarding guardianship (Certificate of Adoption, The court order, A letter from the Commissioner of Probation and Child Care)
d) If parent(s) do not possess a valid Sri Lankan passports, an Affidavit confirming the fact and the National Identity Cards
e) If one parent or both parents are in another country or Sri Lanka, duly certified consent letters and the passport copies of the parents from the relevant Sri Lankan Mission abroad or Consular Branch of the Foreign Ministry in Colombo
f) If the child has been abandoned by the parents, certified copy of the police report and a confirmation letter from the relevant authorities
- If the applicant wishes to include his/her status as a student, an original Enrolment letter from the University / Institute/ College/ School
Note: If the child is born in Sri Lanka, omit the above Number 6.
Issuance of a New Passport for a New Born Child Eligibility
Children born to Sri Lankan parents by descent or by registration can apply for a Sri Lankan Passport. At least one parent must be a Sri Lankan Citizen at the birth of the child. Even an infant, if he/she is a Sri Lankan, is entitled to obtain a Sri Lankan Passport. Inclusion of children in parent passport will no longer be allowed. Issuance of a new passport in lieu of lost/stolen passport
IMPORTANT
If your passport is lost or stolen, it is your responsibility to inform the concerned authorities immediately. Failure to do so may result in your lost or stolen passport/s being used for illegal activities and you may be liable for aiding and abetting an offence. The information you provided regarding a Stolen or Lost Passport will be entered in the Stolen/Lost Passport system at the Department of Immigration and Emigration and automatically shared internationally through INTERPOL. Passports reported stolen or lost are invalidated and no longer be used for travel, even after you recover the passport. If you recover the passport, you are requested to submit it to the address listed below or the Sri Lankan Embassy in Oman.

Once a passport is reported lost or stolen, it cannot be re-validated. If your passport is stolen or lost in Sri Lanka, you are requested to report the incident by phone to Immigration Department. (hotline 0094 11 532 9326 and fax 009411-2885358. Operators are available from 8.30 a.m. to 4.00 p.m. Sri Lanka time, Monday to Friday, excluding Government holidays.) And lodge a complaint to your local police station as soon as possible. If your passport is lost or stolen overseas You are requested to lodge a complaint to your local police station in the country of residence, obtain a Police report and submit it together with the duly filled complaint form to the Sri Lankan Embassy in Oman. Download a stolen/lost complaint form. The Embassy shall transmit the details of the stolen or lost passports to the Immigration Department in Sri Lanka. Upon receipt of such information, Department will take necessary measures to cancel the stolen, lost or missing passport. If you find another person’s lost Sri Lankan passport, please mail it in a sturdy envelope to the address above. You are strongly advised to obtain a new passport immediately in lieu of lost passport from the Embassy to avoid inconvenience.
