ELIGIBILITY
- A child born in Oman can be registered by the Sri Lankan parents at the Embassy of Sri Lanka in Oman.
- Note: At least one of the parents should be a citizen of Sri Lanka or should have dual citizenship at the time of the child’s birth.
- The declaration should be submitted within three (3) months of such birth to the Diplomatic/Consular Officer of the Embassy of Sri Lanka in Oman.
- If the declaration is made after three (3) months and within one year of period of such birth with the reason for the delay in writing to the Diplomatic/Consular Officer of the Embassy of Sri Lanka in Oman, the registration will be continued.
- After a year of such a birth, if the registration has not been done, the consent/approval of the Registrar General should be obtained.

PROVISIONS
A birth can be registered under the provisions of the Births and Deaths Registration act (chapter 110) and section 7 of the consular functions act no 4 of 1981 and the consular functions (amendment ) act no.18 of 2006. The registration of birth of a child under the Births and Deaths Registration Ordinance must under normal circumstances be made within three months of the birth.
Documents required for registration of birth
The following documents are requested for the registration for a birth and should be submitted by one of the parents or the guardian to the Embassy.
- Duly completed Declaration form by the declarant
- If the birth is within 03 months – Download Form B4 “Declaration of Birth under section 16”
- If the birth is after 03 months and within one year – Download Form B6 “Declaration of Birth under Section 24”
- In case of an application made after one year of birth, you are requested to submit Download Form B6 along with the declaration of the reason for the delay and where birth occurred to the Registrar General.
- Note: In such case the birth certificate is issued under the approval of the Registrar General/ Colombo
- Omanian certificate of Birth Report issued by the relevant Hospital and 02 photocopies
- English translation of the above Omanian certificate of Birth Report translated by an authorized translator and 02 photocopies of the translation
- Original Birth certificates of the parents and 02 photocopies from each
- If one of the parents is an Omanian and his/her birth certificate is in Arabic, it should be translated into English by an authorized translator and 02 photocopies of the translation
- If one of the parents is any other national and his/her birth certificate is in a language other than Arabic, it should be certified by the relevant Embassy in Oman along with the English translation of the same. 02 photocopies of each document should be produced.
- Original Marriage certificate of parents and 02 photocopies
- If the original marriage certificate is in Arabic, it should be translated into English by an authorized translator and 02 photocopies of the translation
- If the original marriage certificate is in a language other than Arabic, it should be translated into English by an authorized translator and 02 photocopies of the translation
- Original Passport of the parents at the time of the child’s birth along with the followings;
- 02 photocopies each of the data page of the passports
- 02 photocopies each of the ‘observations/alterations’ page of the passport if there are any observations/alterations
- 02 photocopies each of the Resident Visa pages
- Note: If one of the parents is an Omanian and does not belong a passport, the original National Identity Card issued by the Government of Oman should be produce along with the two photocopies
- Resident Permit of the applying Parent (Document issued by the Immigration Authority of the Country of Residence indicating the status and category of your visa
SUBMISSION PROCEDURE
If Declarant is living in Oman and birth occurs in Oman, the application for registration of a birth should be forwarded to the Embassy of Sri Lanka in Muscat, Oman.
Applicants are kindly requested to get an online appointment by accessing the Embassy website prior to visiting the Embassy.
If it is not registered in the country of birth and if the parents are living in Sri Lanka, declaration for birth registration should be forwarded to the Central Record Room of the Registrar General’s Department, Maligawatte, Colombo 10.
Note: Prior to visiting the Central Record Room, applicants are advised to visit the Consular Affairs Division of the Ministry of Foreign Affairs of Sri Lanka located at 2nd Floor of the Ceylinco Building, Colombo 01, to pay the fee. Central record room and Consular Division are open from 9.00 a.m. to 3.00 p.m. Except for Saturdays, Sundays and public holidays.

- The documents are accepted by the Embassy Consular section from Sunday to Thursday 8.00 a.m. to 2.00 p.m.

- Submission of forged documents and making false declarations is a punishable offense.
- The Embassy is not responsible for any document lost in the post.
- Incomplete applications will be returned.

Fees for Birth Registration
US$ 25… should be paid to the Embassy for the registration and issuance of a birth certificate.
If the declaration is submitted to the Central Record Room of the Registrar General’s Department, Rs 3900.00 should be paid to the Consular Affairs Division of the Ministry of Foreign Affairs and hand over the receipt to the Central Record Room for the registration and issuance of a birth certificate. The same set of documents specified above should be produced to the Consular Division and the Central Record Room.
Processing time
Consular Birth Certificate can be issued within a week if the birth is registered within one year.
In case of an application made after one year of birth, the Consular birth certificate can be issued after the approval received from the Registrar General/ Colombo and will take nearly 08 weeks.
